Winning plans by Bauman Lyons Architects
Lumen were part of the design team working with Bauman Lyons Architects,
one of 3 winners of the Designs on Democracy competition organised
by The Institute for Public Policy Research (IPPR), in association
with CABE, the Design Council and the Architects' Journal. The open,
two stage competition examined the role that design can play in promoting
democratic engagement.
"It is now widely recognised that government works best where
people get involved in decision-making processes. We have seen a range
of initiatives aimed at rejuvenating local democracy, including the
introduction of local mayors and the inclusion of citizenship education
in the national curriculum. Local authorities themselves are experimenting
with one-stop shops, neighbourhood forums, citizens’ councils,
e-democracy and other innovations. Yet little attention has been paid
to the design of municipal democratic spaces. When Tony Blair launched
his ‘Better Public Buildings’ initiative, promising to
place much greater emphasis on good design in the public sector, he
mentioned schools, hospitals and libraries, but omitted, significantly,
to mention town halls. They are a vital missing ingredient in local
civic renewal. If local government is to succeed in winning back confidence
and loyalty, it needs to be perceived as more than just a service
provider. It needs to provide spaces in which people can come together
as citizens, to discuss the issues facing their community and shape
its future direction. The Designs on Democracy competition aims to
raise the profile of town halls as important civic buildings and encourage
the development these new democratic spaces."
